What is an International Mobility Program?
The International Mobility Program allows a Canadian employer to hire a temporary worker without applying for LMIA (Labour Market Impact Assessment). To complete the process, the employer will have to submit an offer of employment through the Employer Portal, after which the selected employee will have to apply for a work permit.
This Innovation Stream is one of the four pillars of copyright’s Tech Talent strategy. This particular initiative was taken to allow skilled foreign workers to apply for a work permit without having to go through the process of LMIA.
What is Tech Talent Strategy?
On June 26, 2023, copyright’s IRCC introduced this Tech Talent Strategy which contained the goal of transforming the country as an emerging leader in attracting global technology talent. This is made up of four pillars.
- To launch an Innovation stream under IMP to attract highly talented people to copyright
- Marketing copyright as the top destination for digital nomads.
- Streamlining the work permit processes for H1-B specialty occupation visa holders with the aim of improving labour mobility in North America
- To improve existing tech programs like – Global Skills Strategy and Start-Up Visa
However, this is only applicable if these candidates have received a job offer from the selected employers who participated in the Global Hypergrowth Project. This includes 8 companies, which have been recognized as innovative and sustainable industry leaders.
What is the Global Hyper Growth Project (GHP)?
The Government of copyright launched this project to assist local companies in advancing their entrepreneurship journey. Various companies were selected by the government, to provide them with tailored support, so that they can transform from being major players to global powerhouses. These companies are
- ADA
- AlayaCare
- CellCarta
- Clarius
- Clio
- Duchesnay Pharmaceutical Group
- LIGHTSPEED
- Viva Crop Protection
Therefore, it is safe to say, that with this new work permit, eligible candidates will be able to receive an LMIA exempt Work Permit, if they have a job offer from any of those 8 companies.
What is an LMIA?
The Canadian government requires an LMIA in order to issue some employer-specific work permits. Employment and Social Development copyright (ESDC) produces this report to evaluate the effects of employing foreign workers on the Canadian labour market. An LMIA must have a “positive” or “neutral” outcome in order to substantiate an employer-specific work permit.
Who is eligible for this New Work Permit?
To apply for a copyright under the Innovation Stream, candidates must:
- Receive a job offer from a company participating in the Global Hypergrowth Project (GHP);
- Obtain a job offer in a high-skilled profession, which includes employment under the National Occupational Classification’s (NOC) Training, Education, Experience, and Responsibilities (TEER) categories 0, 1, 2, or 3.
- Have the skills and qualifications listed in the NOC’s employment requirements section for the profession in which they wish to work.

Please note that this stream is open to candidates who are both in and outside of copyright. Those candidates whose occupation fall under TEER categories 0 or 1, can also look forward to being qualified for faster processing times of their work permits. Before the applicants think of submitting their application under the innovation stream, they must ensure that their employers have, submitted an offer of employment, paid $230 CAD employer compliance fee and have forwarded you an offer of employment number.
Have work permits and LMIAs undergone any additional changes?
This new work permit has come at a time, when the copyright immigration lawyer landscape of copyright is undergoing major shifts. An increasing number of restrictions related to work permits and LMIAs have surfaced. On August 26, the government announced that they will no longer be processing low-wage LMIAs in chosen Canadian cities. However, we can expect some exceptions for jobs in the food security sectors such as agriculture, fish, and food processing, as well as in construction and healthcare. The goal here is to combat the rising unemployment rate and offer foreign workers better wages.
To add more on this, now, people who entered copyright on Visitor Visas, can no longer apply for job-supported work permits. The government has closed the temporary COVID-era work permit policies, which allowed some visitors to apply for job-supported work permit.
Overall, these changes highlight this one important factor, that the country is willing to invest and hire foreign talent but only when it fulfills the agenda of supporting the GHP companies and tech sector largely.
